According to the spirit of2021 National Social Science Fund Project Application Announcementof the National Office of Philosophy and Social Sciences, and in accordance with the relevant work arrangements of Jilin Provincial Social Science Planning Office, the specific matters concerning the 2021 National Social Science Fund Project Application are hereby notified as follows:
1.Guiding ideology
Holding high the great banner of socialism with Chinese characteristics the projects are guided by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the scientific development concept, and Xi Jinping's thought of socialism with Chinese characteristics in the new era. The projects thoroughly implement the spirit of the Party's 19th National Congress and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th Central Committee, follow the Opinions of the CPC Central Committee on Accelerating the Construction of Philosophy and Social Sciences with Chinese Characteristics and adhere to emancipating the mind, seeking truth from facts, advancing with the times, being pragmatic, focusing on major practical issues, paying equal attention to basic research and applied research and giving full play to the demonstration and guidance role of the National Social Science Fund so as to speed up the construction of philosophy and social sciences with Chinese characteristics, facilitate the overall work of the party and the state, and contribute to the prosperity and development of philosophy and social sciences.
2. The scope of available topics
1.The 2021 Project Guide of the National Social Science Fund Project(the Project Guide) (Annex 1) focuses on thoroughly studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics in the New Era and the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth and Fifth Plenary Sessions of the 19th National Congress, and thus has drawn up a number of important topics in related disciplines. Applicants can choose from the topics according to their academic expertise and research foundation.
2. To apply for national social science fund projects, one should reflect the distinctive characteristics of the times, display problem orientation and innovative consciousness, and strive to launch research results that reflect national standards. Basic research should closely track the frontiers and trends of academic development and discipline construction at home and abroad, and promote the construction and innovation of discipline system, academic system and discourse system. The work should be original, pioneering and of high academic and ideological value; The applied research should be based on the needs of the development of the party and the state, focus on the overall, strategic and forward-looking theoretical and practical issues in economic and social development, being realistic, targeted and thus can of strong reference value for decision-making.
3. The Project Guide is divided into two categories: specific items (with *) and directional items. For the application of specific items, one can choose different research angles, methods and emphases, and also make appropriate modifications to the selected topics. Directional items only specify the scope and direction of research, and applicants should design specific topics by themselves. Specific items and directional items can be declared as key items. As long as it meets the guiding ideology and basic requirements of the Project Guide, all disciplines encourage applicants to apply their own projects (including key projects) according to their research interests and academic accumulation. Self-selected topics are treated the same as those declared according to the Project Guide in terms of evaluation procedures, evaluation standards, project establishment indicators, and funding intensity. Whether it is a topic selected according to the Subject Guide or a self-selected topic, the description of the topic title should be scientific, rigorous, standardized and concise, so as to avoid ambiguity or controversy.
4. The application scope of the project involves 23 disciplines, and theApplication Form for National Social Science Fund Project(the Application Form) (Annex 2) must be filled in according to theData Code Table for National Social Science Fund Project Application(the Data Code Table) (Annex 4). Interdisciplinary research projects should be declared based on the principle of "proximity first". The application of three separate disciplines, namely pedagogy, art and military science, shall be separately organized by the National Education Science Planning Office, the National Arts Science Planning Office and the Social Science Planning Office.
3.Project Categories, Funding and Time limitation
1. Project categories include: key projects, general projects, youth projects, general self-selected projects and youth self-selected projects.
2.The amount of funding for the project is 350,000 yuan for key projects and 200,000 yuan for general projects and youth projects. The applicant should be in accordance with theNational Social Science Fund Management ApproachandNational Social Science Fund Project Funding Management Approachrequirements, according to the actual needs of the preparation of scientific and reasonable budget.
3.The expected completion period of the project: the basic theoretical research is generally 3-5 years, and the applied countermeasures research is generally 2-3 years.
4.Application Requirements
1. Applicants should be on-the-job teachers in our school. Abide by the Constitution and laws of the People's Republic of China; Have the ability to independently carry out and organize research and be able to undertake substantive research work. A deputy senior or above (including) professional and technical titles (positions), or with a doctorate is a must. Those who do not have professional titles (positions) or doctorates above the deputy senior level can apply for youth programs, and do not need written recommendation from experts. Applicants for youth programs shall not exceed 35 years old (born after March 15th, 1986). Members of the research group must obtain their consent and sign for confirmation, otherwise application will be deemed as illegal declaration. The applicant may, according to the actual needs of the research, absorb overseas researchers as group members. Full-time postgraduate students cannot apply. On-site postdoctoral staff can apply, among which on-the-job postdoctoral staff can apply from their work units or postdoctoral workstations, and full-time postdoctoral staff can apply from their postdoctoral workstations.
2. The person in charge of the project can only declare one national social science fund project in the same year, and cannot participate in the application of other national social science fund projects as a member of the research group; The members of the research group can participate in the application of at most two national social science fund projects in the same year; Members of the research group who are studying national projects can participate in only one application for a national social science fund project.
3. The person in charge of the national social science fund project, the national natural science fund project and other national scientific research projects can not apply for a new national social science fund project (If the completion certificate is dated before March 15, 2021, or the materials have been submitted to our office before March 15, one can apply for this year's project. The specific date of the latter shall be subject to the time when the local social science management departments send out the final materials or the time when they are audited and submitted in the scientific research and innovation service management platform of the National Social Science Fund.)
4. The person in charge of applying for the National Natural Science Fund and other national scientific research projects cannot apply for the National Social Science Fund project in the same year, nor can the members of the research group apply for the same or similar topic as the person in charge.
5. The person in charge of applying for the general project of humanities and social sciences research of the Ministry of Education in 2021 cannot apply for the national social science fund project of the same year.
6. It is not allowed to avoid the provisions of Articles 2-5 by changing the responsible units, and it is not allowed to apply for the application materials with basically the same or similar contents in the name of different applicants.
7. Where there is a great connection between the content and all kinds of projects under study or completed, the connection and difference between the applied project and the undertaken project shall be explained in detail in the Application Form, otherwise it shall be regarded as a repeated application; It is not allowed to apply for the a number of funding with the same results and basically the same or similar contents.
8. Where a doctoral dissertation or post-doctoral outbound report is used as the basis to apply for a national social science fund project, the connection and difference between the applied project and the dissertation (outbound report) shall be indicated in the Application Form, and the original dissertation (outbound report) shall be submitted when applying for identification of the final item.
9. One may not apply for national social science fund projects with published research results with basically the same content.
10. Where the staged results or final results of research are published in the name of the national social science fund project, the name of other funding projects shall not be mentioned the same time.
11. To implement theSeveral Opinions on Further Strengthening the Construction of Scientific Research Integrityissued by the Central Committee, the declared projects must fill in the materials truthfully according to the requirements of theApplication Form and the Loose-leaf of National Social Science Fund Project Argumentation(Loose-leaf) (Annex 3), and ensure that there is no intellectual property dispute or behavior that violates the requirements of scientific research integrity. Where there are acts such as fraud, plagiarism, etc., once found and verified, the applicants will be disqualified for the following five years; If the project is approved, it will be withdrawn, and an informed criticism will be made. In order to ensure the fairness and seriousness of the application and review, the reporting unit or individual shall not visit, consult or invite the experts of the review group to guide the application or counseling in any name before the formal review meeting. Anyone who pays bribes to review experts will be given to informed criticism once verified; If the project is approved, the project will be withdrawn, and the national social science fund project will not be appliable within five years. Where serious violations of discipline are found in the applying and reviewing of national social science fund projects, they will also be included in the bad credit records of scientific research.
5.Other requirements
1. All units should attach great importance to applying process. All units should hold a meeting, requiring teachers who take basic scientific research expense project to apply and to mobilize other qualified teachers to declare. Whenever possible units should invite relevant experts inside and outside the school to give special counseling lectures. It is encouraged that unite should all carry out in-depth and meticulous discussions around the topic selection and demonstration of the applied project within discipline groups, teaching and research sections, etc. All units should organize the convening of academic committees to conduct pre-examination and preliminary evaluation of all application materials of their own units, so as to improve the quality of project application and eliminate repetitive topic selection. The application process will be carried out during holiday. Please refer to the school schedule and make work plans in advance.
2. Teachers applying for the project are requested to download all kinds of application materials of the National Social Science Fund Project in 2021 from the homepage of the Social Science Department (http://hssra.jlu.edu.cn) or the "Notice on Campus" on the campus office network. The Application is different from previous years, and some contents have been filled out by the Social Science Department.
3. For details of matters needing attention in project application, please refer to the instructions for filling out the form in the application form and the2021 National Social Science Fund Project Application Form and Loose-leaf Form Review Schedule(Annex 5). Applicants and scientific research secretaries of all units are requested to conduct self-examination, review carefully and sign, effectively improving the standardization of the Application Form; Among them, the signed2021 National Social Science Fund Project Application Form and Loose-leaf Examination Scheduleshall be kept by each unit.
4. Please ensure a smooth and effective process from recording application data, printing statements to summarizing and submitting theApplication Form. Data recording must adopt theNational Social Science Fund Project Declaration Management Information System(download path will be informed later). The scientific research secretary of each unit should delete the application system of last year on the computer, downloaded and installed the latest version of the national social science fund project application system again, summarized the project application data of the unit, and made "data table".
5. The National Office of Philosophy and Social Sciences implements peer-to-peer expert communication and preliminary evaluation on all the declared topics. The preliminary evaluation adopts the anonymous way of "Loose-leaf". The number of words demonstrated in "Loose-leaf" does not exceed 7,000 words, and the related research results in the early stage should be listed according to the way specified in "Loose-leaf".
6. The person in charge of the project should abide by the relevant commitments, fulfill the agreed obligations and complete the research tasks on schedule. The form of the final results should be consistent with the expected results in principle; The "Application Form" approved for the project is regarded as the legally effective financing contract. The final result shall be authenticated by anonymous communication, and the authentication grade shall be announced. Except in special circumstances, the final research results must be identified before publication, and those who publish without authorization shall be deemed to terminate the funding agreement by themselves. If you plan to write the results in minority languages or foreign languages, please explain them in the demonstration of the Application.
6. Details Arrangements
1. College application and demonstration stage: before February 3, 2021, the applicant should write the application materials, and the college will organize an academic Committee to pre-examine and sort the application materials. Please report the meeting arrangements to the Social Science Department in advance, and the staff of the Social Science Department will attend the meeting and answer questions.
2. Revision and perfection stage: from February 4th to February 18th, the application teachers revised and improved the project application form according to the expert opinions of the academic committee.
3. College report, school organization audit stage: on February 19th, each college submitted the Application Form and Loose-leaf in electronic version (named after the applicant's name), and the application list in electronic version and paper version (Annex 6) (sorted and signed by the academic committee). In 2021, the National Social Science Fund projects will continue to adopt limited-quota application. The Social Science Department will organize experts to review and sort all application and then select the best ones. (specific defense and review matters will be notified separately). Research projects that meet the funding requirements for basic scientific research business expenses will be funded by schools
4. Final material submission stage: before March 1, the Social Science Department will issue a list, and the applicant can further revised it according to expert opinions. The research secretary of the unit reviews and summarizes the application materials. On March 3rd, the Social Science Department will accept the final submitted version of materials both online and offline (the number of final materials and requirements will be notified separately).
5. The applications that are overdue, do not meet the requirements of filling out the form, or fail to participate in the review process organized by the school will not be accepted.
6. Affected by the COVID-19 epidemic, if there is any change in the work arrangement of the national social science fund project application in 2021, the Social Science Department will give other notice as soon as possible.
