Supporting Program for ‘Innovative Scholar’ of Jinlin University

This program was made in order to attract outstanding young scholars from home and abroad to engage in scientific research, support young scholars to carry out academic exploration and scientific research innovation, cultivate a young talent team with good development potential, sufficient endogenous power and strong innovation vitality, therefore to serve the "Double First-Class" construction of the school and support national innovation driven development strategy.

I. Overall Program

The Supporting Program for ‘Innovative Scholar’ is mainly aimed at young scholars at early stage of their academic careers, and provides support in terms of remuneration and international academic communication. At the initial stage of the implementation, the number of supported scholars will not exceed 150 each year, and appropriate adjustments will be made according to the development at the later stage.

II. Duration

Generally, it is 2 years, which can be extended after passing the school evaluation. The accumulative time will not exceed 4 years.

III. Requirements

In addition to having a firm political stance, physical and mental health, and abiding by the professional ethics of university scientific research and other basic requirements, applicants should also have the following requirements:

(I) Obtain a doctorate from an overseas university in the top 300 universities in the world; Or a PhD in a discipline ranked in the top 1 ‰ of ESI rankings; Or Obtain a doctorate in the research team of Nobel Prize, Turing prize, fields prize and other winners and academicians and other international top academic masters or engage in post-doctoral research work; Or obtain a doctor's degree from the domestic first-class university of "Double First-Class" discipline.

(II) Age 35 and under.

(III) In general, applicants hold doctoral degree no more than 3 years, fresh doctoral graduates are preferred.

(IV) With strong scientific research ability and innovation spirit and has obtained the certain influential research achievement.

(V) The preliminary selection of research team or research group has been made. The research direction is in the forefront of science and technology and meets the national strategic needs.

IV. Selection Procedure

According to the process of "individual application, middle-level unit recommendation, school selection", the school will organize the selection and determine the best. Generally, the evaluation will be conducted 2-3 times a year.

(I) Application Notice: The school issues the application notice of ‘Innovative Scholar’, and the middle-level units issue the notice.

(II) Individual Application: The qualified applicants can contact the units or research teams independently to determine their positions and work plans.

(III) Unit assessment recommendation: the middle-level unit shall conduct qualification examination for the applicants and verify the results; The party committee of the middle-level unit shall conduct ideological and political examination of the applicants; The academic committee of the middle-level unit shall conduct interview and assessment on the applicants, and recommend the candidates and rank them; The leading group of the post-doctoral of middle level unit shall report to the department of human resources and social security of the university after confirmation.

(IV) School Selection: The experts’ reviewing meeting will be organized by the department of human resources and social security regularly.

(V) Candidate Determination: The school shall examine and approve the results of expert evaluation and determine the list of candidates. Candidates sign employment contracts with the school.

V. Support

(I) Compensation and Benefits

The selected candidates will be paid according to agreement, which will be shared by the school, the faculty and the co-instructors. The salary standard, supporting policies and other benefits are shown in the attachment.

(II) International Academic Communication

Can apply for the financial support (no more than 30,000 yuan) from academic communication program provided by the university when attend high-level international academic conferences.

VI. Assessment Management

Each middle-level unit is responsible for the establishment of its own ‘Innovative Scholar’ assessment system, the implementation of contract management and target assessment.

VII. Supplementary Information

(I) The management of ‘Innovative Scholar’ refers to the measures for the administration of postdoctoral recruitment of Jilin University for the administration of project funded postdoctoral.

(II) This program shall come into effect as of the date of issue.

(III) The department of human resources and social security is responsible for the interpretation of this program.

Attachment: The remuneration and other support for ‘Innovative Scholar’

I. Salary Standard and Supporting Policies

1. The salary shall not be less than 300,000 yuan per year and shall be paid monthly.

2. The salary will be shared by the school, the faculty and the co-instructors, among which is no less than 50,000 yuan per year for discipline of natural science and no less than 30,000 yuan per year for discipline of philosophy and social science.

II. Other Benefits

1. According to the national and local policies, the school shall pay social insurance and housing fund for the candidates.

2. Can rent the postdoctoral apartment of the school.

3. Has heating allowance provided by school.

4. Fit in the policy for staff's children's enrollment to school and kindergarten.

5. Has physical examination prescribed by the school.

6. Can apply for the Campus Pass.

III. The ‘Innovative Scholar’ scientific fund was set up to reward young scholars who have made outstanding achievements.

Notice on the open recruitment of professional teachers of "introducing overseas doctoral program" by Economics School of Jilin University

In accordance with the relevant regulations of Jilin University and the actual needs of work, the Economics School of Jilin University is now recruiting professional teachers for the program of "introducing overseas doctoral program". The relevant matters are hereby announced as following:

I. Requirements for Professional Teachers

(I) Basic Requirements

1、Love the People's Republic of China and with high scientific ethics, rigorous study style and quality of being decent.

2、Abide by the constitution and laws of the People's Republic of China.

3、Good conduct, good quality, good health.

4、Have the knowledge base and working ability to engage in the teaching and scientific research of economics related disciplines.

(II) Vocational Requirements

1. Category A: Under the age of 40, with a doctor's degree from a well-known overseas university and overseas working experience for more than 2 years.

⑴With a good style of study and a solid theoretical foundation and has achieved research results recognized by peers at home and abroad.

⑵Has published many academic papers on influential academic journals at home and abroad, presided over or undertaken important scientific research projects as a main participant in recent years, and has the ability to teach core courses of the discipline.

⑶The academic achievements made in the past three years should meet the requirements for the exceptional appointment of senior teachers in the same discipline.

2. Category B: Under the age of 35, with a doctor's degree from a well-known overseas university. The age restrictions of those who have worked or studied overseas may be relaxed.

⑴With a good style of study and a solid theoretical foundation and has achieved some research results.

⑵With the good development potential and has the ability of teaching undergraduate’s courses in specific discipline and engaging in the scientific research.

IV. Compensation and Benefits

If approved after examination, the university will provide the following benefits:

1. Category A

⑴In principle, the funds for necessary experimental equipment shall not exceed 50,000 yuan.

⑵The start-up fund for scientific research is 100,000 yuan (50,000 yuan provided by the university and 50,000 yuan by the college).

⑶A settling expense of 50,000 yuan (tax included).

⑷Housing allowance of 200,000 yuan.

⑸Other benefits shall be carried out in accordance with the relevant provisions of our country and the university.

2. Category B

⑴A settling expense of 50,000 yuan (tax included).

⑵Transitional housing or rent allowance of 800 yuan per month for three years.

⑶The start-up fund for scientific research is 60,000 yuan (30,000 yuan provided by the university and 30,000 yuan by the college).

⑷Other benefits shall be carried out in accordance with the relevant provisions of our country and the university.

The introduction of other high-level talents shall be carried out in accordance with the provisions of theInterim Measures of Jilin University for the Introduction of Excellent Talents.

1. Resume (including basic personal information, study and work experience, foreign language proficiency, teaching experience, awards, professional knowledge and scientific research, self-evaluation)
